About the Role

4. Duties
a. Supervise case managers and direct care staff;
b. Monitor staff development and training;
c. Oversee day-to-day operations, shift coverage, and reporting facility and maintenance needs.
d. Ensure each child's or youth's treatment and care plan is executed and completed;
e. Coordinate with Director and state social workers to facilitate entrances of new residents. Assure appropriate use of beds and adequate census.
f. Oversee initial intake and assessment of all youth and the development of individual goal plans.
g. Assure access to education and other opportunities for youth.
h. Provide feedback concerning policy, procedures and programs.
i. Ensure facility is in compliance with licensing and grant standards, including regarding program logs, youth files, medication audits, and other licensing files.
j. Participate in on-call rotation to support youths and cover After-Hours Supervisor vacancies as needed.
k. Follow mandated reporter requirements by documenting incidents and calling CPS. Follow-up on CPS and non-CPS incidents.
l. Be available to staff for emergency consultation. Assess dangerous or emergency situations. Respond appropriately.
m. Monitor staff follow-through on tasks, policies and procedures. Provide supportive leadership to staff. Conduct employee performance reviews at least once yearly. Complete necessary employee paperwork.
n. Screen, interview, hire, train and supervise Transitions staff.
o. Oversee proper collection of data and compliance on contracts and licensing; generate reports.

q. Comply with any professional accreditation requirements that apply to the agency; and
r. Be available by telephone during the agency's regularly scheduled business hours according to written and agreed upon terms detailed in the agency's program manager position description, policies and procedures, and any written and signed agreement between the agency and any governmental entity, if applicable.
s. Provide 25 hours per week of Direct Caregiving

5. Benefits
Employer will pay a combined total of up to 50% or $100, whichever is cheaper of Health and Dental insurance Premiums.
Employer will pay a flat rate of $50 per month to an employee's Roth IRA or other Investment vehicle, that is owned by for and by the employee.

Paid training & testing:
Employee will reimburse Prospective Employee's Right Response training within 3 months of employment.

6. Pay Scale:
a. $52,000-$57,000 DOE

7. Pre-Employment Requirement
a. Must pass a background test
b. Must complete reference questionnaire
c. Must have acceptable driver's abstract with no more than 2 violations within last 3 years
d. Possess a valid driver's license, insurance, and reliable transportation

Requirements

Qualifications

1.     Education and Related Experience

a.     A bachelor's degree from an accredited college or university and one year of similar, full-time experience working with vulnerable populations; or

b.     An associate degree from an accredited college or university and two years of similar, full-time experience working with vulnerable populations; or

c.      Three years of similar, full-time experience working with vulnerable populations.

2.     Specific Experience

a.     At least 1 year of management experience, leading and supervising a team.

3.     Skills

a.     Ability to effectively communicate with all internal and external clients

b.     Ability to bring teams together

c.      Ability to create, plan and execute multiple schedules, appointments

d.     Ability to prioritize needs of an office and household

e.     Ability to read and comprehend a variety of materials

f.       Strong youth engagement and relationship building skills

g.     Strong verbal and written communication skills

h.     Experience with and knowledge of youth behavior management and child abuse prevention

i.       Intermediate computer skills and experience with Microsoft Office suite

j.       Ability to transport self and client(s) in a safe and effective manner, and to meet clients at community locations; proof of adequate vehicle insurance coverage is required, or ability to travel to areas without public transportation

k.      Prefer knowledge of and previous experience with diverse populations (language, culture, race, physical ability, sexual orientation, etc.).

l.       Ability to speak any language in addition to English may be helpful

m.   Life experience with youth or persons in foster care, poverty, child welfare, homelessness, behavioral health, or youth violence and a desire to use that experience to improve the lives of others,

Homebound Residential Care LLC, provide Behavioral Rehabilitation Services (BRS) to WA state foster youth ages 13-17. Homebound is dedicated to working with the state and creating a bright future for youths facing behavioral and social difficulties. We bring on dedicated and educated staff to build confidence, coping and life skills in youth in our program. We help them build connections to their families and communities to have a greater, and more sustainable, positive outcomes than those who do not preserve these connections. Homebound Residential Care is looking for people to fill the important role of Program Manager. This position oversees a program that provides services for 5 young people ages 12-17. You will get the opportunity to support and supervise staff, oversee the intakes and exits of youth, help ensure case plans are supportive and youth focus, help make sure data is collected and input on time and make sure the program is in compliance with licensing and contract requirements.
A program manager must coordinate and oversee the facility's day-to-day services provided to youth. This is a full-time position, and hours of work and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job duties demand.
